how would I explain this to an engineer who is insisting everything we dimension needs a SIMTOL display on the report

You align the part. You legacy dimension locations and positions (no datums since it never worked right anyway) and every thing IS simultaneous.
This is only true when there are no datums (*Use Datums" and "Fit To Datums" turned off) and no modifiers, and when everything is reported relative to the same alignment.
Does simultaneous requirement apply when there is no datum modifier and no tertiary datum?
It depends on whether those datums lock all 6 degrees of freedom or not. If the DRF is partially constrained then, yes, the simultaneous requirement applies.
