I don't think that is an option when using a Size dimension. I think the point of that sort of reporting is to evaluate both the max and min diameters you can derive from the measurement data.
If you measure/construct the cylinder with a maximum inscribed fit for an ID or a minimum circumscribed fit for an OD, you could then report just the UAME diameter using a Location dimension. Essentially, the old school (Legacy) way to report this.
