The basic dimensions are most probably controlled by a GD&T tolerance.

As vpt.se said, basic dimensions are controlled by GD&T. They do not have a tolerance. When I need to report basic dimensions, I change the formatting to show only the nominal, measurement, and deviation, then set the tolerance to an astronomical number that will not show out of tolerance as the FCF measurement will do that for me. If the basics are needing to show a tolerance for diagnostic purposes, then I just throw a process tolerance on there for the engineers or production technicians. 

If the basic dimensions aren't directly toleranced on the drawing by GD&T and you need to call them out for whatever reason, in my experience, there's sometimes a note stating something along the lines of all untoleranced dimensions are basic and should be held to a specific profile tolerance.  I've also seen this in the title block at times instead of general tolerancing using decimal places (which wouldn't apply to basic dimensions anyway).

For instance, if you have a basic dimension that is 5.00. Set your tolerance to ±100 or something like that. Then just change the formatting of the dimension so that only the nominal, measurement, and deviation is showing. It will never show out of tolerance unless something is completely misaligned.
