How would one go about changing the restriction level?

If I'm even able to have access to do that. I don't even have internet on that computer, I'm blocked out of everything other than writing programs and editing them.

Check to see if the LOGO.DAT file is set to "Read Only." If your operating system is XP, then it's likely this file was installed as read only.
