The difference between scFLOW and SC/Tetra is the definition points of physical variables.

SC/Tetra had been developed for 17 years from 1999 to 2016.
But I've heard that the develop team decided to make a faster CFD code than SC/Tetra in order to get the solutions of steady state of the CFD problems .
So they have started to develop scFLOW for the purpose from arround 2016 .
Now their main power of developping of the code focus on only scFLOW.
However SC/Tetra also has a lot of fans , so it can be used for them.
