How to simulate an RVE from distribution of particle size?

I'm triying to simulte random 3D ellipsoidals inclusions into a polymer matrix, but the problem its that the reference volumen isn't reached (around 0.048 of 0.14).

I put the distribution from a .txt file like shows the attached picture.

Data:

RVE size: 0.004

Mass fraction: 0.05

Aspect ratio: 3

Orientation: random 3D

(Volume fraction: 0.14)

Hello Pedro,

This problem can have various sources starting from the RVE and inclusion size up to the geometric settings for the RVE generation.

In general, volume fractions of up to 30% are possible for randomly oriented inclusions.
