They are per iteration. If you look at the *.log file, you might see something like 'increment will be recycled'. It means a new iteration (recycle) will start. After some iterations (recycles), you may see '- too many recycles - increment 103 will be restarted', and then 'increment cut-back number 1'. It means a cut back with a smaller time increment will start because it cannot converge.
