I am attaching my model. I want a fine mesh (tetra4) in the contact
area and then increasing gradually. how can I do that? I need to test
mesh convergence but changing the size of mesh in the contact region
not in whole model.

I believe you are looking for something like adaptive remeshing. In attached model I have showed how to define global adaptive remeshing with local refinement. For the provided model you may have to use still smaller element size.
Also such physics can be better represented y transient problem rather than a static simulation. Refer to to User guide example - e073 - Single Step Houbolt Dynamic Operator.
