My understanding is that mouse sensitivity is controlled in control panel mouse setting, under the Pointer Options tab. From the minimal testing I have done, it seems that changing this setting (Slow of Fast) affects the rotation and translation speeds within APEX.
Wow! Ok - I'll log it as an enhancement request. Patran has a nice Rotation Options screen where you can set the rotation angle sensitivity. Default is 30 degrees but for complex models, I often set it to 15 or even 3 degrees!
