Is there a way to access the APEX scripting community files when APEX is not connected to the internet?

I saw in a recent webinar that there was a community database of scripts, that can be downloaded/uploaded. Is this accessible outside of APEX. The reason I ask is because our version of APEX is on a network not connected to the internet.
