Why does MSC Apex Grizzly fails to launch for days, but then it launches with no problems a few days later?

two possible reasons:

Licenses were not available always

The MSC Apex Lock Server Service did not work properly and a reboot has solved this

General: If Apex does not start without any helpful message add the start option "-console" to get system messages
