I have tried to find if there is any option in Meshing-->Create Mesh/Element. But, I didn't find anything useful. The only thing I found on 1D elements is how to crated CBAR elements.
You actually create a 1D element (bar2) and then the bush attribute is provided as a Property definition. Under 1D properties, you will see an option for BUSH.
