This error message (which has been much improved in 2018) means that Patran didn't like something about the input deck. If you answer "No" to that message, you'll see that a number of temporary files from the import are retained in the working directory. Check the .f06 for error messages. In this model, it's objecting to the fact that all the tet elements have a property ID of 0. Changing these to (e.g.) 1 allows the import to proceed.
