I'm confused about what you might have done. By default both the max and min labels/titles are displayed and titled. See this image. Maybe your viewport is bigger than the available space and the bottom of the viewport is hidden by other windows?
I am not aware of being able to control the Spectrum Legend in any way other than turn it off and on. See ga_viewport_spectrum_set, no way to manually define the text.
