Most time the answer is no if you have been only with one company. And as far as I can tell by offers to me in the medical industry they do not pay any where near what automotive does. And being in a small company is tough to move up because you fill a niche and its easier just to hire a QC Manager than to replace a good cmm programmer. Also craigslist.com One of the best ways for a guy in at a small company to get a raise is to seek out another company and see what they offer and let your company match it or better because maybe they really don't know your worth too.
As for being in landscaping some of the best cmm programmers out there have mowed a lot of grass. So tell me is it better working on the inside or the outside? I like my climate controlled environment.
