Technical Drawing Question

Hi, if my post is in the wrong section please be so kind & let me know. Same goes to :If this kind of question is already somewhere posted.

Now, i got a technical drawing that gives me a measure "Roundness with a Maximum condition".(its a shaft detail)
My issue with this measure is that it asks a roundness w/o any deviation. Also it gives me a maximum condition so called tolerance(or bonus). Shouldn't there be a +/- tolerance for this. If my question is unclear let me know & i will try to rephrase it.

    Color & Title Caveats aside:

    You do not state but I am ASSUMING this is Y14.5.

    Y14.5-2009 does not explicitly address the allowability of MMC on Circularity (Roundness) but it does not show an example in the figures either.

    Y14.5-2018 provides slightly more information on the subject by adding the following sentence:
    A callout for Circularity shall be specified on a surface and not to a size tolerance.

    I would interpret that + the lack of an example figure to indicate MMC is not allowed on Circularity.
