How can i post a picture?

Hi, trying to make a post about a question i have, and it won't let me post the picture.i get this message

Upload failed due to your usergroup's upload quota. This file will require 4.17 MB but you only have 542.4 KB of 1.00 MB remaining.

No snipping tool is a microsoft product.

Taking a pic with your phone (especially a smart phone) makes a HUGH file size due to amount of pixels it is capturing.

When I take a pic with my phone....I email it to myself, open it up on my desktop, use snipping tool to grab the part of the pic I want, and save THAT image/use it to put on the forum.
