ASME standard

So we have a debate going on here. if you have a datum inline with your leader line. is it the center axis of the part or the outside diameter?

If it is the axis of the part( i am and very sure it is) where in the standard is it?

The bottom of the groove itself is the datum. If it is a primary datum, it is a pretty lousy one at that.
