With no program open, Edit>MachineInterfaceSetup the "Use TCPIP to drive machine" tick box was not checked. Which is why I wasn't getting the message, it did not think it needed the connection, so no error when it wasn't there.
The IP addy was wrong too, but I had the correct one in my notes.

Big long explanation later maybe.
My windows 7 user profile went corrupt. Before it was discovered that was the problem pc-dmis was the suspect because all other applications seemed to be working fine.
Consequently I uninstalled pc-dmis. Gutted the registry. Installed pc-dmis. Imported my backed up registry. Run as administer of course.
Now when I try to scan either as part of the calibration routine or in a program the tip moves to the prehit location then pauses then makes contact and executes the scan then a longer pause with the tip still in contact (like 10-15 seconds long), then it moves to the retract distance, another long pause, then moves on.
I have been through every setting I can find to verify both in pc-dmis and in the settings editor. I have searched the forums for scans and pauses, but can't turn anything up. I thought I remembered reading someone else had this issue recently.

To find your computer's IP address
Open Network Connections by clicking the Start button , and then clicking Control Panel. In the search box, type adapter, and then, under Network and Sharing Center, click View network connections.
Select an active network connection, and then, in the toolbar, click View status of this connection. (You might need to click the chevron to find this command.)
Click Details. Your computer's IP address appears in the Value column, next to IPv4 Address.
