After installing 2021.1 SP5, the universal updater fails to start due to it's "Application.ico" is missing from the installation (was not installed during installation).
Solution:
Put this (or any .ico)"Application.ico" in the folder shown by the error message (the folder where Universal Updater was installed to) and it will run.
(you will need to unzip the archive first)
