Measure datum A as a plane and define it as datum A using the datum definition command (DATDEF).
Measure the 100.5 surface as a plane
Dimension the 100.5 plane as surface profile to A using the Geometric tolerance command (or in versions prior to 2020 R2, using XactMeasure). The surface profile evaluation will control the form, location and orientation of the 100.5 surface with respect to datum A.
If you are using legacy dimensioning, you will need to create an alignment that levels and origins to the datum A plane and then report surface profile, form & location of the 100.5 plane. This is because legacy dimensioning is performed relative to the current alignment.
