I've always disliked how prints required primary datum creations from rough cast locators. I always felt that the rough locators would be better inspected from the from the Primary Datum (ABC).
That said, I would build the [-A-B-C-] alignment and then use the print nominals to take a point for rough locator "Z". Once a point is created do a offset line using the 11mm location of "Z" to create a line for the final rotation in the [-A-B-Z-] alignment.
