Could be a bug. I assume settings editor spawns an instance of PC-DMIS and then closes it, just to populate some of the settings in settings editor. Maybe controller communication isn't closed when spawning PC-DMIS from settings editor?
If you start PC-DMIS and then close it, is the communication with the controller also closed? Or does it show the same behaviour as settings editor?
