Edit-Preferences-Setup

Not sure I'm phrasing this right, but is there a way to force Edit-Preferences-Setup as code, or possibly a script at beginning of a program?

In other words I want to force F5 settings, not just F10 settings.

Set your preferences and hit the "set as default" or "default" button? That should apply globally for NEW programs.

Hello,

I'm sorry, as far as I know the "F5" parameters cannot be changed with scripts.
Only with the "F10" parameters it can be done.

This would be in a case, for example, where one might be sending a program off to a remote user, and nothing can be assumed.

It depends on the version, the newer versions uses .JSON files for settings.
