The default Math type for ASME in GeoTol is Constrained Least Square (CL2) which isn't exactly the same as the MAX_INSC - they're similar, but won't yield exactly the same result.

On a side-note, there was always a way to correct this, even on previous versions of PC-DMIS, or any CMM software. One could project each and every one of the measured points up to the plane (datum A, in this case), creating a fuzzy ellipse. Then make the max inscribed circle out of those projected points.
Additional question: why the perpendicularity difference between FCF and legacy? Obviously, constraining the cylinder for that dimension would be silly.
