I'm sure it's possible (though I've never done it). What I have done in the past is take a screenshot of the one I want to copy, printout the screenshot and use that to create the layout on the new computer.
There are files you could copy over,
BUT, you are better off setting the other machine from scratch. Copying files over to another system is ALWAYS risky.
You sure can. I do it all the time. Copy over the file named layouttoolbar.dat and the files named layout1.dat, layout2.dat, etc. Then re-start PC-DMIS.
Those files are located in C:\Users\
<user name>\AppData\Local\Hexagon\PC-DMIS\
<version number>
