Installing PC-DMIS on new PC and decommissioning old PC

We are having to decommission an old PC that runs PC-DMIS and replace it with a new one. I instructed our IT guy to go ahead and install PC-DMIS on the new PC and he got the following window:

He told me that he entered the Entitlement ID listed on the old PC and he said that the installation didn't work. I don't understand why you need the EID to install PC-DMIS. I thought it was just needed to activate the license. Am I correct?

You need the license to be able to install. You can also not have the same license active on more than one PC at the same time so you would need to return the license from the old PC before attempting to install on the new one.

You'll have to transfer your license through CLM software.

Return the license from the old PC.
Install PC-DMIS on the new PC. If it is connected to the Internet, setup should be a breeze (contacting the licensing servers automagically). If it is not, you'd need to install the license through the CLM software prior to installing PC-DMIS.

We have internet, but because of our security protocols, we always have to return the license via email using the CLM offline license transfer. How can I get CLM installed on the new PC so that I can do this?
