Import scanned features into solidworks

The only time I have messed with this was when I mapped my CMM table. 
I took points at max travel and in every one of the threaded inserts. Then exported as a DXF and into SolidWorks, it was only a 2d shape though so I don't think that will work for your application. 
Perhaps measuring everything as points and exporting as a point cloud would work for you, then you have the locations of basic features and can just key in the measurements and diameters from PCDMIS in to the SolidWorks features.

Make sure you have a good alignment to start. Export as STEP AP214, marked features only, use best alignment available in the drop down menu. Measure features as advanced scans or single points. if you use auto features, the planes will show up as a circle with two lines. you can use reference features in Solidworks to attach reference planes to these and open a sketch. Think about how you want to build the features, simple sketch extrusions or sweeps and lofts. measure reference points and features accordingly.

3-2-1, LEVEL,ROTATE,ORIGIN

find the largest plane feature, longest edge, most reliable hole or corner.  you can construct a plane from multiple points / features if you do not have an actual plane. same with the line and origin. How does the part function? alignment should be relative to how the part works in its assembly.
