REALLY OLD GD&T QUESTION

I have a part about one of the GD&T's on a print. The callout is |-G- DIA m|True Position|E|+.000 Flush -.010| (see screenshot below). I'm interpreting it to mean that the top of the -G- DIA must be flush to -E- up to .010 below -E-. In your opinions is this correct?

Yes, looks like the cylinder of G must be flush with the face or no more than .01 below. I would maybe not dimension that as TP on the report and just use a location with the proper tolerance.
