You need to be on top of a valid assign statement of some sort to be able to use the F2 expression builder. It will also be grayed out in the menu. Create an assign statement and try it.
If you can open it, but it just isn't visible, try the move window to another monitor shortcut Shift + Windows Key + Left or Right arrow key.
