3D Distance vs 2D Distance

I'm curious what other's input is on the application of 2D and 3D distance dimensions. An example would be 2 planes that don't have opposed vector points so widths don't apply. Although they are parallel to each other. Therefore this would allow the use of 2D or 3D distance to get the same nominal. One advantage of 3D distance is not having to change the work plane. What would you do or consider to be more accurate? Something to note is that these should be basic and only widths can be applied for features of size in GeoTol.
