I have seen this twice on new parts standard gdt true position call out with the term boundary below it.
can someone explain what boundary would refer to.

I do not see the attachment. But I am going to guess it means true position to itself. You align thru the hole pattern. So the first callout is saying its good to spatial position and the second it saying its good to the mated part pattern.
