constructing a circle onto a specific plane

I'm using a Romer with a RS1 laser scanner. Been running into problems with the autocircle funtion generating circles at wrong locations and what not. For example I just made a program and the autocircle worked great during the program set up phase but when running the program, it picked up points from a circle that was 2 inches smaller in diameter. My work around was just to do a bunch of auto surface points and construct a circle from that.

My question is how do you construct a circle onto a specific plane, like the ZX plane, ZY plane, or the YX plane or even a previously measured or constructed plane. Granted I can create auto surface points all at the same or approx, the same distance and get a circle that is relatively square to the world, but I would still like to know how to construct onto a specific plane. Also, another softwar that I use on my CMM allows me to "define" a nominal position and I can construct circles onto the nominal plane, is there a way to do that on P-DMIS? I know you can construct a circle and then project it onto a plane.....
