I have pcdmis installed on the new computer but where can I get the cimcore arm utlities to be able to run on new computer

Look in C:\Program Files\CIMCORE\WinRDS\Documentation\English

Read the Infinite Setup Guide, and set it up!

Yes, the armspecs on the Arm have to be transferred to the laptop before it will recognized the input from the encoders.
