After adding datums to my surface profile dimension I no longer get the error so that seems to be a solution to my problem, except my drawing does not define any datums. The only callouts on the drawing are for surface profiles.
This happens to me when I pick single points (not a scan) but stops popping up after choosing the third point (picking single vector points) and not using datums.
My guess is that the 2D BFALN can't solve until you have three features. However, I guess your scan contains more than two points...

Well, if your drawing uses the latest GD&T definitions and DOESN'T have a datum reference frame in the Profile FCF, then the engineer only wants to know the form/shape of the feature.
Once you add your own datum reference frame, you have instructed PCDMIS to report on both form/shape and location/orientation. Be sure that is, in fact, what you want! (ask the drawing author)
