offset lines

I have a compresor housing that is set up using 3 points as a plane, one of the cylinder bores and a single point that set the rotation and zero point. The single point is offset from the cylinder bore 4.226 inches. If I make and offset line using the nominal print( CAD ) dimension, my scanned points will rotate with the alignment. If I make the offset something other then the nominal print( CAD ) dimension, the scanned points will not rotate with the new alignment. I can see the trihedron rotate between the two alignments but the points are not. If I do a location dimension of the single point in the two alignments, I get the correct offset that I used in both instances.

What am I missing here?

The reason I want to use a different offset is that I believe the actaul offset on the casting is wrong causing some machining issues. I want to see what the different offset will look like when I do a color map.

I do this all the time on our CMM using Metrolog and it works great. I just thoght I would use the arm with the laser this time and get more date then the touch points I get on the CMM, but I just can not get it to work.
