Know this is barely legible... but that .21" +/- .030" dimension on the left side of the print is the intersection of those two radii... supposedly. Any ideas how to achieve that?
Constructed point, intersection, select the circles. If you get a point about 180° from where you want it, you need to reverse the direction of one or both circles (constructed circle...reverse) then intersect.
