Using the actual surface for a Datum or a Datum Simulator?

I have been programming some parts that have a plate that is welded on top of a Datum A surface and Datum B is a bend that is supposed to be Perpendicular to Datum A. With all the weld that goes on to this part it warps Datum A which has a Flatness of 2 and Datum B has to be over broke so the weld draw will bring it to the Perpendicularity that is called out. This part has slots and other features that are checked back to both Datum so my question is, should i be using Datum simulators for my ABC alignment then take specific Planes for my Flatness and Perpendicularity? Or just take my alignment off the actual Datum surfaces do my alignment and check my Flatness and Perpendicularity off those planes used for my alignment? I hope this makes since? Any advice would be appreciated, thanks.
