In the Settings Editor:

Option
MostRecentFileList Can be set to a maximum of 15

I have 2013MR1 SP5 and I tried to set it to 10, it says 10, but it only shows 4 still.

it will grow as you open files. if you changed it and haven't opened anything then it only has the original 4, it can't go backwards and picu up files that were opened before you told it to track them.
