Well, in most cases you would get data from a CAD model. But in your case it is trivial.
Use hpl_BC_center+{100,0,0} and the bellcrank will be oriented in the YZ plane. The distance is not important, only the orientation of the vector from hpl_BC_center to hpl_BC_axis
