If you think those CAD access options haven't been installed, you can run the installer again and select the "Modify" option. Then you should see the various options available:
Anything that is already ticked is already installed.
The error message you're getting could possibly be due to something else, such as special characters in the name of the file. It may be worth running Patran with the -stdout option; this will leave a DOS window active while running Patran and you may find some more informative messages there. To run with -stdout, right-click on the desktop shortcut and select Properties. Add -stdout to the Target line, like so:
