Is it definitely an interbase db? Patran will issue a message about interbase in some circumstances if it's not able to open the db for some reason (for instance if it's not a valid Patran db).
The article cannot be displayed. Possible causes are (a) you do not have the sufficient MSC Access Level to view the article, or (b) the article does not exist or is no longer available.

In any case, I'd suggest the first thing to try is to run <P3_HOME>/bin/pdbversion to find out the version and platform details of the db. More details here:
OK, so either it's an Interbase db or it's corrupted. Try Karl's tip above to quickly check whether it's Interbase or not. In the meantime you should now be able to access the SimC article from my first post.
We do have some old hardware lurking in dusty corners, so if it's an Interbase db we may be able to update it for you if necessary. No promises, though - recovering dbs that old can be tricky.
