With a highest scanning speed at 70/60 = 1.17 mm/s (the document consistently use mm/min) one gets to wonder how old that paper is? Or the relevance of it?
And this conclusion:

When is it ever interesting to measure and
not take actual dimensions into account? What am I not understanding?
