Is the machinist actually using the primary surface as the " level " ? You see this all the time. Do 1 side of part check a hole in z then tip it on side and do the same. Well you just leveled to 2 separate surfaces. That only works in well CAD. On a real part it will not. Unless of course the surfaces are square to to each other with 0.0 error. So again. NOPE. When you explain that to them they might understand.
