Ran program online using fixed rad method, the "code" method I posted below, and using "Relative To" (suggested by Matthew D. Hoedeman ).
All correlated w/in 0.0002.
Will be using the code method I posted below. Thanks all for the help!

When I need to measure a small arc, I use the fixed rad & origin method that is detailed in the help file.
Is it frowned upon or less accurate for any reason to do this instead?-->
