Help. How to measure this wire

Hello all

I got an job to measure the wire, around datum A for 40 min, but how to start measure it?

The wire is about 11 mm from B to C
( I hided the exactly car coordinate system for B and C )

    Thank you so much. But the Point B and C are only provided with 2 car coordinate system points. How can I set up car coordinate system to verify those 2 points on the cylinder ?
    So I tried to Manual CYL B and CYL C to start. Then I got a strange finding: Sample hits do not make sense for CYL. I attached with my program, you can see there was 8 mm offset on Y axis. How come?
