using bonus of MMC when the part is oversize .

Hello ,
I had a measurement of the true situation with MMC.
the hole was oversize and PC-DMIS still gave the allowable bonus of MMC.
My question is, is it okay to add Bonus of MMC or LMC when hole is undersize or oversize?

Some say no, as the feature is out of tolerance.
Personally, I think it should use the max amount of bonus if under/oversized because that will resemble the function of the part.

unfortunately, I do not have ASME Y14.5 2018 ,
I have the 2009 version and could not find a statement that clarify it.
