Error "Unable to access database"

I got an error
"Unable to access database for write operation"
After running a new program.
I was in Datapage playing around with "report display options"
Would this cause it?
Help.

On my Windows 7 system, the XSTATS11.TMP file is stored in C:\Users\All Users\WAI\PC-DMIS\2013.

PC-DMIS hasn't put data files in "Program Files" since version 2010 R.
