Is the Datapage+ template builder optional ($$$$)?

Just installed Datapage plus desktop version (V 4.0.3661.14860) but can't customize the installation to select the "template builder", is this an optional component?

I think that with the template builder I could change (among other things) the font size from the preloaded templates to fix some issues. For example, if a feature labeled " 27-R094HA700PL.Y" the report displays only the first ten characters: 27-R094HA7.
