MEAS_ORDER should be deleted/created each time the stats are transferred from pcdmis to dp. Sounds like the database might be a bit confused. I would perform an ascii dump of the db to save all the information, then try to delete each MEAS_ORDER. If that does not work, you can try deleting the entire part and reload from the dump file. If that does not work, you could rename the current db directory (to save it), create a new db with the current path, import the ascii dump, and see if that clears the problem.
